It is possible that the USB bandwidth or computer performance is not sufficient to transfer all video streams. This may be related to the number of onboard USB controllers. At each USB 2 controller, there may not be more than 2 USB cameras (VGA).
Alternatively, it is possible to use a large number of PAL cameras simultaneously with an AXIS grabber.
